Same issue with our old L200 and various Defenders we've owned. Less prominent when running skinnier tyres, but still an issue. Our Freelander also does it. But only if we don't slow for standing water.
And if it helps settle the dick swinging, 33 years driving I know it's not considered "kind" to say no these days, but no. Just no, ok? And if it's not ok, still no.

I too notice this as 'inconvenient', but think it might be more to do with the water being sent out sideways of the wheel, but ahead of it. Airflow then takes it up and onto the windscreen.
From my rallycross days, in order to keep as much muck off the windscreen, we would use mudflap or plastic around the entire wheel arch extending outside of the tyre by at least an inch if not more.
Land Rovers with the original skinny tyres did not suffer, but then tyre technology was not up to much then, todays tyres are designed to push the water out to the sides, the outer side more so.
And while we're at it, 46 years driving.

All my Disco’s 1,2,3 and 4 were the same. The D4 has a slightly different bumper but still the same.
It might offer some explanation when I say that my 55 year old Series 2 is as bad, and has wipers as well, so it must have something to do with the basic off road capable design of the front.
Oh my new 2021 Defender also throws a tidal wave over the bonnet if you hit a puddle.

pull the stalk back and it will clear instantly....or,,,when you see the water apply wipers as you hit it...
the front tow eye plastic cover is easily dislodged in circumstances like you describe.. i drilled a hole in mine and attached a cord so if it does come loose it stays with the vehicle....big tyres dont help with the water

My kids kids love it when we hit a good puddle. Amazing that being blinded by water for a second can make you loose your bearings, but you can turn round to tell them to shut up for more than that.
Just a trait if the car, I’m always ready on the wipers.

Apply a rain disperser to the screen e.g. Rain-X. Any water very quickly beads up even in this situation and at least you can see something through the screen before turning on the wipers / waiting for the rest to clear with airflow. Visiting from rrsport.co.uk

Thats because they aren’t as fast as a D4 and don’t corner as well on country roads so you have to drive slower, I rest my case M’lord. It can when others can't,
