MAF readings

Good morning all !
My sons Disco 4 is a smoky starter, hesitant on acceleration and lumpy. Its been blasted with the parts gun to no avail.
I used our gap tool and noticed the following readings for the maf sensor at idle
Bank 1- 0.14
Bank 2 - 15.4
Could this be the issue?
No fault codes showing. Had the glow plugs and injectors replaced along with the throttle body.
