Questions re D3 key fob charging?

Is there any way to check that the battery in the key fob is charging when inserted into the ignition switch?

Also, does the engine have to be running for the key fob battery to charge, or will it charge when the ignition switch is in positions 1 or 2? (If position 2, is it safe to leave it in position 2 for a long period of time?)

I've used a Philips electric toothbrush charger to get some juice into my spare keys in the past.
