It really depends. As you say, it can be the producers but also the supermarket chain or even the market itself that’s behind a campaign. Usually the product is sold as a loss leader if it’s the supermarket or the chain doing it. If it’s the producer they either have a lower marginal cost per unit or expect to make it up in volume.
Apropos NZ lamb, it’s what we also tend to have in stores here in Finland so perhaps someone(s) in Hobbitville have a nice cartel going.

Not really, red tape related at all, massive stocking up of goods before Brexit finally concludes one way or another. Most of the big players are stockpiling in a massive way.
Combined with the normal Chritmas rush and whack Covid on top and traffic levels are pretty much where they were expected to be

Of course they are loss leaders but it’s the producers that suffer the loss not the SM. The producers don’t have any say in the matter far from it they are forced into it, what can you do with 5,000 dozen eggs a day when they say they are doing a special offer and want you to give them 15 eggs and they will pay you for 12? the producers are in a contract to only supply one brand of supermarket, there are always clauses in the contract that allows them to be abused by the buyer, like potatoes, parsnips being the correct shape or size, eggs are graded by the buyer not the seller, they can be down graded to suit the market demand, down grades are either used for liquid eggs or vegetables for animal feed, the grower gets 10% of the contract price.
They have killed the fresh milk market, bottled water costs more money per litre than milk!
A neighbour of mine had 20 hectares of lettuce rejected that he had grown under contract to one of the big supermarkets after the first lorry load had been delivered, they claimed they where the wrong size, he gave me a crate of them and to me they where perfect.It can when others can't,
