I don't see what CO2 has to do with pollution at street level anyway. Surely it's particulate emission which is the problem, in which case the main problem is Buses, Taxis and Lorries. There is no metric for particulate emission like there is for CO2 so there's no way you could introduce a tax based on that. The Road Fund Licence sliding scale for CO2 emissions is applied to the whole country because, if you believe the Greenhouse Gas Lobby, it affects the whole country not specific areas with high concentrations of emissions. Why is it called a 'Congestion Charge' if he's going to base it on emissions. If everyone buys low emission cars the congestion will still be there and the stupid prat can't see that.
When I was in Hong Kong during '98 and '99 there were problems with smog caused by high particulate emissions from buses and taxis (mainly). The government were introducing an incentrive scheme to entice taxi drivers over from Diesel to LPG. I don't know if it continued after I left because there were problems with safety as, believe it or not, some of their filling stations are situated in the open street level of high rise apartment buildings. But this was a government who realised what the main contributor to a REAL problem was and were trying to actively rectify the problem rather than banish it.
