Tooling around in current model D4 for a while.
I'm 6'1" or so and drivers seat fully down, fully back and 'wheel fully up and this is my view
I've had 6-7 D3's, couple of D4's (2012) and driven many others and sure I'd remember if it was like this before so what's changed

There is a Technical Bulletin about this issue. Ask your dealer if they could fix it.

I'm 6'5" so what you've got with the restricted steering column is what I get with an un-restricted one

I'm 6'5" as well, I don't have the electric steering column and I don't have this problem.
My knees brush the bottom of the steering wheel but I dont recall this on my D3 and I'm 6ft 3". I have electric adjustment so maybe need to check that out...TDV6 HSE Lux (2014MY)

I'm 6'3" and the '14 plate HSE loaner we had didn't adjust the column up as high as our manually adjusted XS, nor the '64 plate SE loaner. Whilst not this bad, it obstructed the view at the top of the wheel.
I thought it was the seat cushion that made you sit slightly higher, but obviously not!
