low fuel pressure

Any help much appreciated as i am having problems with my Disco3 almost 2 months now. It's a 2,7 TDV6 2007 model. The last two months sporadically the engine gets in safe mode. We measured the fuel pressure and it was 2-3 psi so we changed yesterday the low pressure pump and the fuel filter but the pressure is 2 psi. When we push the accelarator goes to 0!!!
Do you have any ideas? Should I change also the high pressure fuel pump?
