spacers move the wheel outward. the wheel inside surface is somewhat conical. space opens up as wheel is moved outward. I found grinding the caliper and 30mm spacer was required in the rear to fit LR 17" wheel on v8 brake lr3.
Then i installed v6 petrol brake size and none of that is an issue anymore. EBC slotted. Super braking. It's only marginally smaller diameter but just enough. Caliper 'carrier' is also required but nothing else really. 96 Disco I, 210,000 miles - still going strong
