Yeah NJSS but the servers are based in California...
eBay sends a list of tracking numbers to whichever carrier and as long as the TNs match parcels in the carrier's database, all/some tracking events are returned.
If the BST offset was forgotten (or calculated to end incorrectly) when a TN request was sent and then (perversely) applied on the status update, then you could get your 2 hours.
The idea is that all TN events are sent in/out with the correct Z(ulu) offset applied. Z is essentially GMT and is a constant. So UK would be Z+1 currently, France Z+2 and so on around the various timezones/daylight savings. You can see how getting it wrong would easily muck up reporting.
