Is this what you mean about the ‘cruise control’ not being fitted?
Mine also shows as not fitted, but i can promise you it works.
The stuff below is from my copy of the workshop manual for a my2011, but my guess is that the actual operation will be the same in yours.
The whole CC thing is managed by the ECU, so no specific cruise control module. My guess is that the IID tool is referencing the adaptive cruise control box, but it is just a guess.
I had a similar issue on my D3, and the issue was the wiring loom from clock-spring to sterering wheel switch pack. Ive a thread about checking this on the site somewhere that links to a youtube vid for testing it and the clock-spring - apologies in advance, but youtubing is not my thing.
The other thing to note is that the manual does clearly suggest that if there are other issues affecting the ECU, it may block the cruise control, and suspect your stop-start stuff may be affecting that.
