The ratings change over time. Looking at that site and the three EU labels that have QR codes, one is from 2017, one from 2020 and one from 2022.
The tyre manufacturer do the tests themselves (or via an approved facility) with the wet braking being compared to a Michelin-supplied reference tyre. Also, the rules around the ratings and the labels changed in May 2021 so the results may also have changed accordingly. Visiting from rrsport.co.uk
