Draining water from fuel filter

(My apologies if this has been asked before)

Following on from the 'contaminated fuel' threads, does anyone know if we can drain the existing filter of water/dirt like the picture below of a new defender? For those of you with defenders, this filter is located behind a metal panel in the rear drivers side wheel arch. Not sure where the equivalent filter is on a D3, if at all.

The filter on my D3 has a drain plug. My vehicle is May 07 model and the filter sits on the right hand side towards the rear of the vehicle as opposed to earlier models which is closer to the front. Access is from underneath the vehicle and a silver heat shield must be removed to get to it. I do not know if this is the only filter - except the one inside the tank. I also heard that draining the water will not clear the filter of any other muck picked up.
 Erstwhile - D3 S '07. Dual battery system. Upgraded tow hitch. Mantec skid plate. Frontrunner rr. Tmax double headed built in compressor

Defender TD5 110 CSW '00. "With everything"

Thanks Deondef. Do you know if the system needs to be bled if this filter is drained?

I've changed mine with no problems, it should self bleed.
 D3 bullbar-spots-roof rack with spots-ladder-long range tank-swing out spare wheel carrier- upgraded tow bar-dash console-internal water tank-duel awnings-drawer system & T T.
