There is an answer to this, but it's draconian, neo-fascist, and would require a generational timescale to take effect. Not to mention a gagging order on every politically correct bleeding heart liberal in the western world.......
I harbour very strong views on this sort of thing and have believed for a long time that there should be a license requirement for procreation, including medical intervention for those who break the rules.

A friend of mine works at the local Police Station.. he told me 14 year old 'Little Johnny' was brought in as he was found to have some weed and a considerable wedge of cash on his person. When his mother arrived she walked in 'on the bounce' f ing and blinding.. Not in the least bit remorseful. There just seems to be this sub class of people who have no morals whatsoever.

This problem can only get worse over time and it is a disease. These people can only do one thing very effectively and that is to replicate themselves - as children are a route to benefits (and a warped sense of achievement).
The answer to this issue (for many) is to tackle the root of the problem in poor social housing, low aspirations and morals. However, this misses the point completely.
It's not why these people are like this that needs to be tackled, it's the fact that they exist - period.
They are like rabbits, and the result of their breeding is always too old to be tamed once it's come on to the radar screen. Stop them having kids, or take the kids away at birth. just think about the maths for a moment..............for you 'normal' people this may be a bit of a shock........
figures based on my own beautiful piece of the country...
conservetive average 'smack' habit consumption 6 bags a day @ £10/bag = £60
maths time.....£60x7=£420 week (it doesnt go away at weekend)
£420x52= £21840
thats nearly 22k a year (conservetive dont forget...reallity can be 3 times or more that amount)
so how many on here could afford to fritter that sort of cash..... (theres probably a few but hey lets try and keep it real)
and just to rub salt into the wound....they get DLA for being addicts.....god i love this country... Gone.......but not forgotten
