The cartoon is a play on the usual audible Doppler shift but with light.
Light is blue-shifted if the source is approaching you, red-shifted if receding. Blue car approaching, red car driving away.
There might be an underlying comment about speeding but only the artist would know if that is true.Visiting from rrsport.co.uk

And the wavelength of blue light is shorter than that of red light, hence the short blue car vs the long red car. An ex-Disco3 / FFRR owner ......

This (red-shift) is why USS Enterprise is shown gaining a red hue as it accelerates away (in the later series) and is how we know the Universe is expanding (and how fast).
