The cartoon is a play on the usual audible Doppler shift but with light.

Light is blue-shifted if the source is approaching you, red-shifted if receding. Blue car approaching, red car driving away.

There might be an underlying comment about speeding but only the artist would know if that is true.

This (red-shift) is why USS Enterprise is shown gaining a red hue as it accelerates away (in the later series) and is how we know the Universe is expanding (and how fast).
