The ban on surcharge only came in this year.
It doesn't stop foreign credit card transactions from being charged currency surcharges either, which is likely the bigger cost for UK travellers.
If you really are concerned about credit card charges abroad, use something like Starling Bank, who charge no fees on any use of their Mastercard abroad, EU or otherwise Black 05 TDV6 HSE Auto

The government has assessed what they consider real risks and that is what they have reported. Certain things also in some agreements like those might stop or might come as a cost for some and it will be up to the businesses to see how they will absorb the changes (it might become unsustainable for some company to offer 0 costs and whilst companies cannot change laws they can certainly change contracts and offered different conditions vs the past)
For now what has been considered as a real risk is that there might be increases in costs if that ultimately results in reduction of costs is more than what somebody would consider an anecdote It takes all sorts (to make a world).

Who's to say Donald Tusk won't be proved right in the future. Maybe not in my lifetime, but according to Jacob Rees-Mogg the benefits of the UK leaving the EU won't be fully seen in my lifetime either.
