No, it's not the highest. For private vehicles it's based on engine size in bands of 100cc.
3001cc and above is the highest band at €1343 per year.
2701 to 2800 (TDV6) is €1033 per year.
Commercial D3s are very popular over here (easily more commercials around then passenger ones) due to the tax. They only have to pay €50 registration tax and only around €250 per year for road tax.
When I imported my HSE from the UK, I had to pay around €20,000 in registration tax, and all new vehicles over here include that tax which is why in Ireland all car dealers usually sell far lower spec models than in the UK market.
There is talk of revising the registration tax and road tax to be based on CO2 emmissions
