Took me a while to get an idea of what is going on.
At first I wasn't sure about the external temp issue as there was not 3 Deg C difference compared to my other cars. Got a temp gauge and external bang on 3 Deg C difference, internal always 4 Deg C difference give or take the odd 0.1 Deg.
MY15 added to title but awaiting response from Mods as to how I can edit the poll to add a separate MY15 thread question so we can show results for both MYs.
I've deleted it H so you can reconstruct to your needs.

I noticed this as soon as I picked up my 14 plate D4. I came from a 2010 D4 where if the temp was set at 22, it must have been Baltic outside and the depths of winter. 18 to 19 was fine most of the time. In my new one, I regularly have the temp set at 20 and need 25 when it's really cold.
Doesn't cause a problem but it is a noticeable difference. I do find that heat seems to be produced lower down in the cabin though. Sometimes it just feels draughty at shoulder level.Bri

Mine is a MY2015 and I don't seem to have the issue Heater etc all seems to work as same as the old MY2012 did Cheers Ian

For what it's worth, my '62 plate D4 XS has all the same symptoms in terms of temperature settings. Compared to my D3, I have the temperature set 2 or 3 degrees higher on average and often have to resort to manual to get rid of a cool draft across my lap. I've seen this raised on the forum in the past and even asked dealer to check it during a service, but was told it was all normal.D3 S 2006 - 2013

Booked mine in to get LTB00908 done and to also get this issue looked at again by the dealers. I've given them more info on the problem and plan to arrive there with the vehicle at full operating temperature with the cabin heating under performing. the plan being to leave the car running whilst a tech gets in and go for a test drive so they can see the issue first hand. Then I'll leave the car with them overnight so they can test from cold start the next morning. Hopefully this will result in it being properly logged with LR Technical and CRC.LRs are a fond memory, apart from the maintenance.

Mine went in two weeks ago for the 1st Service, issues with poor camera picture quality and the issues associated with external temp/climate control internal temp.
Dealer was aware of issues and concerns raised by a number of people but there were no updates relevant for my car, however he has logged it with LR. I have also logged it with Ryan form LRCS via this forum but to be honest that was a total waste of time.
The external temp issue seems to be worse when it is really cold, as the temp has started to warm up (spring so called) the difference compared to other cars or thermometers does not seem so big.
However the internal temp set via the climate control is another story. Has to be set a lot higher than any other D4 I have had, also does not maintain a steady temp seems to wander all over the place and the fan cuts in fairly often trying to increase or decrease the cabin temp.

No, my MY15 doesn't have this issue. Plenty of others though.
I'm also lucky that I have a good rear camera, these seem to vary in quality wildly. I've had two different MY15 HSE's as loan cars in the past year. One had a terrible camera, the other was better but not as good as mine.
My MY10 had a good camera, my MY14 a bad camera. Why the inconsistency? 2006 D3 HSE (Original & still the best)-GONE
