I think it sounds like an intriguing business opportunity... A short five forces analysis:
Threat of new entrants - needs to be someone(s) who understand(s) the D3, capital requirements are relatively low (assuming one has a shop with lifts) and enough liquidity for parts until vehicle sale, brand equity (like “everyone” knows Twisted doing Defenders), one issue might be with early diesels being banned/restricted (so government policy affecting this), plenty of both RHD and LHD D3s out there that can be restored
Threat of substitutes - most people wanting a restored defender really want one whatever the price, perhaps the same can be thought of the ones wanting a very special D3, plenty of more modern 4x4s of course as substitute
Customer bargaining power - I think, mid-market and up, this is a seller’s market just like it is with the defender. Potential customers buying these are not sensitive to price but want top quality and most likely some customization
Supplier bargaining power - favors the rebuilder as there are plenty of companies making OE parts
Competititors - is anyone doing these already? Haven’t seen in any magazine at least. Might well be unique enough to be considered Blue Ocean
From a value prop perspective a rebuild is much higher value than doing “regular” service or maintenance, too.

There are companies out there who specialise in insuring modified cars
Or, a trade policy, if that's available
However, if your not willing to go into a restoration with an open cheque book, it's probably not the option for you...My D3 Build Thread

Only uesterday I was trying to work out where some money went, then I remembered I had bought a boat!
So cheque book now welded shut as the boat can smell folding

To be fair its our ssecond one, and being a mech I have found them to be pretty reasonable to run, the last one was petrol and that was the only expensive bit about it.
The 2nd one is semi displacement and whilst I like it a lot the lack of speed is taking some getting used to!
Biggest cost I have found is mooring fees followed by the fuel, the petrol one literally drank it as fast as I could pour it in.

Last one I advertised it and it sold within two weeks, the current one will sell even faster as its quite desirable, especially to ex yachties, and its not for sale
Many boats are for sale for years as the owners are deluded as to what they are really worth and like all things, if its priced right it will sell.
This year there have been a few for sale down at the club and I was surprised to see that they all sold, even the older/rougher ones.

Underside of the body has been rubbed down, all back down to good metal, and a good coating of Buzzweld Rust Encapsulator
Some point next week will see it coated with black WAR
Then the chassis will come out the trailer, a coating of Black Galv In One
