I live in a road that is used as a "rat run" - it has a 30 mph limit but in peak times due to the "chicanes" caused by parked cars you are lucky to average walking pace.
So, in peak times we actually have a form of traffic calming, but it does not discourage the "rat runners" even though they only use it to save a few hundred yards compared to other more suitable roads.

Just to make a pointless point, a solar system isn't technically limited to just one star, so that statement is both correct and incorrect depending on which solar system they're referring to.
