Waxoyl had nothing to do with it as it's petroleum spirit (Naphtha HDS) based and not electrically conductive. (characteristically similar to WD40)
For anyone in the future with similar issues replace suspect fuses, or any fuse which has governance over the start protocols or the system you are working on.
The fuses related to this particular issue were 14, 17, 19, 21, 37, 41, 61, 64, & 66, in the CJB.
The EMS fuses in the BJB need to be checked / replaced also.
Visual inspection isn't good enough as a blown fuse is not always obvious, or at the very least do a continuity test. In any case they're cheap as chips, so do yourself a favour and just replace them! Then you know you are in a confirmed electrically sound starting place! The cause of the fuse failures is unknown but I suspect either a faulty brake light switch, or the hand brake switch.
As a side note, whilst electrically neutral petroleum spirit is generally used as a carrier for the application of wax based anti corrosion products. Brake cleaner is electrically conductive in certain conditions, and should never be used on live electrical components. You can use it if there is no power to the connector/component, but you must allow it to "flash off" (totally dry) before reconnecting/testing. yµ (idµ - eAµ) ψ=mψ

Great news and a cheap fix! You can test both sides of the fuses, little test points on top with a multimeter, powerprobe or test lamp to check if there's voltage at both sides.

Alas in this case that wasn’t sufficient, although you are testing the fuse you are not testing the fuse connection spades and this appears to be where the fault lied, they are in fact just a dry joint and deterioriate with age. It can when others can't,
