Apparently not but as BN says below I think you should be able to get this out of any dealer with some pushing.
I walked into one dealer (not local) and asked for 38500 (told him I had seen this price being paid by users on a forum) and was offered a stock o6 non registered car on the spot at 38400, got him to print the details and then took that to the local dealer and just requested he matched it.Zambezi Silver TDV6 HSE - TC'd

Interestingly, when I bought mine for 38,500 at Christmas, my local dealer (who I guess is the same dealer you've just got a cracking deal from) could only offer me 40 ish if I remember right, even when I said the price I had been offered and I was going to place an order they said they can't touch it - go for it!
Make sure you get the colour spec you want though. The dealer I bought from in Oxford offered me good price but wrong colour. When I said no but thanks he went off and managed to get one in from another stock one from a dealer in Suffolk in my colour choice and sold that to me at same price.
Shame if my local dealer is offering you this deal as I would rather have got it from them - I guess it is who you speak to on the day that makes the difference.

I think its called sales targets - if you're doing well why sell at a low price? I presume you are talking about the same dealer as I have used. I have to say I was lucky as as did all the phoning and visiting of dealerships when I was going to buy a D2, but it ended in frustration when a dealership that has a link to an airport offered a deal and then backed out. Dealers are on target with the 110/90's, cannot sell Freelanders and below target on Disco3's. RR is about level.

I think they are working on 12.5% before VAT, Registration and VEL at the moment.

I'd assumed that the dealer might make a loss on the vehicle, but recover that from the L/R bonus. Is that correct?

They will possibly tell you they will take a loss, but at the moment they are not doing so. Mid Feb they will consider taking a loss if you purchase a stock vehicle and put it on the road before March 1st. It is the last minute rush that gets the deal, but not on 110/90's.

How I understand it, It's all about volume of units sold. If the dealer sells X amount of units they can qualify for bonuses from L/R. As such, if applicable, it is worthwhile selling some units at a loss to meet the sales targets to qualify for the bonus.
The bonus will be more than the loss made on selling the units.
This is the reason why the best deals can often be had at the end of each quarter, when sales targets need to be met to qualify.
I don't work for L/R & I've only been told this, but I believe it to be case.
