Hadn't visited the forum for some time so I had no idea of the momentum gained!
For info my dealer is Parks of Hamilton - Ayr.
I gave up with the dealer earlier on and set about trying to calibrate the thing.
As an experiment I first tried a new sensor (they are only about eight quid) but it was exactly the same. After hours on google looking at response curves of NTC Thermistors I put a 1k variable resistor in series with the sensor. After trial and error, 700 ohm is the magic number. This brought the resistance back into a reasonable range and the temp started behaving normally. It shouldn't though as the response of the sensor is not linear so it should still show errors when warmer than about 18 and colder than about 4. It is spot on all through the range though which leads me to believe that it does indeed use 2 sources to calculate the temp and that the sensor derived one was so far out it couldn't calibrate properly.
The aircon then worked properly but more interestingly the estimated fuel consumption dropped by about 4 mpg - may be a coincidence but a much more accurate figure.
Unfortunately the experimental arrangement wasn't waterproof enough and started over reading again when wet (resistance again).
Obviously as the car is still under warranty I can't modify it permanently. LR probably wouldn't like it if I simply cut the lead and solderd in a couple of resistors.

Updated:
Winger has offered to set up as soon as he is able, a secure area where we (those who wish to) can be more comfortable in sharing information, so please do read any new posts and updates as and when they are notified.
List below now brought up to date with recent replies and its interesting to find that despite my dealer telling me just 3 days ago that I was the only one to complain, they have told another forum member that he is also the only one! - And I thought I was unique
As promised in an earlier post, I have extracted the names of all the forum members who have posted comments in this topic indicating their outside temperature display is inaccurate. I have also shown the dealerships which we are aware have been notified by forum members.
For those who have not yet reported the fault, it is important that in the first instance you report it to your dealer so the matter can be logged in the correct way. When doing so, you can mention that you are aware there are at least 29 vehicles affected, and at the same time name the 24 dealerships shown below.
If your name still appears in the lower section, can we ask you confirm the dealership you have, or will be reporting to so we can include them and update the list. As you can see your personal identity remains private - this is just so we (the 29 of us listed plus any others who post in the next few days) can use this information to prove to dealers that its not just an isolated vehicle which has the problem.
We would hope that if sufficient reports are received by LR from the dealers they will see there is a serious issue which needs investigation and will not go away. Between the 29 of us, we have spent in the region of £1.4 million. In return we should be listened to by LR when an issue arises such as this.

Rustyrabbit - appreciate your comments but the thanks should go to those who made the opening post. The rest of us could have easily continued to think we had the only car with this issue if the topic hadn't been opened.
I have only put details in to a clearer list.
Perhaps by Monday we may have a few more forum members added along with their respective dealer names.

My D4 has the +3 deg fault and also the heating has to be set at least 4 degrees high to make it comfortable. The dealer is Taunton LR but it does not go in until 1st Feb. Volvo XC60 - does all that the D4 should have done
Discovery HSE MY16 (good apart from the heating), now sold
Audi TT Roadster (wow)
MGB Roadster (owned since 1992)
Discovery 3 TDV6 HSE MY08
Saab 9-5 Aero 2002 (gone but not forgotten)
